Big News: Increases to CCDBG and Head Start Included in Senate Appropriations Subcommittee Bill

About two weeks ago, we reported that the House Appropriations Subcommittee on Labor, Health and Human Services and Education took the first step in considering funding for child care and Head Start – programs for which the Administration requested crucial increases in the Budget Proposal – and approved a bill that includes a $700 million increase for CCDBG and an $866 million increase for Head Start.

Funding for the Child Care and Development Block Grant is a mix of what’s known as “discretionary” and “mandatory” money. The Appropriations Committees work on the “discretionary” money. The President’s Budget Proposal requested a $1.6 billion increase for child care – $800 million of which is “discretionary” money.

Yesterday, the Senate Appropriations Subcommittee on Labor, Health and Human Services and Education met to work on their version of the funding bill, and it includes a $1 billion increase for CCDBG, an increase of $990.3 for Head Start, as well as a $300 million investment to move the Early Learning Challenge Fund forward!

What’s Next
The full Senate Appropriations Committee plans to meet this Thursday. The full House Appropriations Committee must also meet, but a time has not been scheduled.
